It turns out that the problem was not the directory, but the galaxy forge tool that I downloaded from the galaxy forge guide was incompatible with my version of Sins. Then I realized that there is a Galaxy Forge tool in the actual install folder. I used that one and everything's working fine.
I'm trying to get my galaxy forge map to show up in game. I have Rebellion.
