It turns out that the problem was not the directory, but the galaxy forge tool that I downloaded from the galaxy forge guide was incompatible with my version of Sins. Then I realized that there is a Galaxy Forge tool in the actual install folder. I used that one and everything's working fine.

I'm trying to get my galaxy forge map to show up in game. I have Rebellion. I've scoured the interwebz and saw a bunch of different locations where I'm supposed to save galaxy forge maps to: Program Files (x86)/Steam/steamapps/common/Sins of a Solar Empire Rebellion/Galaxy My Games/Ironclad Games/Sins of a Solar Empire Rebellion/GalaxyForge C:/Users/[Username]/AppData/Local/Ironclad Games/Sins of a Solar Empire/GalaxyForge I have tried all of these
