Steam wtf? in Galactic Civilizations II GalCiv2 Forums

Hi everyone! I just got GalCiv2: Ultimate Edition (which i brought from Steam) but I can't enable cheats. When i go to the folder Galactic Civilizations II - Ultimate Edition, I find it empty. The game works fine, but the folder is simply empty. I have also tried to go to "Run" then typed C :\Program Files\Stardock\TotalGaming\GalCiv2\galciv2.exe" cheat (I have installed the game on drive C), but that doesn't work out either!
