Has anyone discovered a way to force a specific Minor Faction to always spawn at a specific planet in a galaxy forge map? I've tried several different forms of using the "Template:DefaultMinorFaction" and various ways of assigning ownership to planets. I've even changed the Gameplay.constants so that theoretically every planet should spawn a minor faction, but nothing seems to work.
