Ok that's cool... I was just confused that after manually applying the patch I got from the update website SDC listed the game as a slightly different version (I later let SDC update it to 1.30.021 as I thought it might be a bit "newer"). Now SDC lists it as 1.30.021 but I guess that doesn't matter. Thanks for the info. So I guess that hopefully means that there won't be any network incompatibilities between the two versions?

I was wondering what the difference was between Sins 1.03, which you get if you d/l the patch from the update site and manually install it, and Sins 1.03.021, which you get by using Stardock Central to update it.
Yeah installing the newest version of FRAPS also solved this issue for me. I haven't tried running the game with Steam running yet so I don't know if that causes problems for me.
Yeah I've had the same problem on two different computers. Basically as people have mentioned the Sins process stays in memory after you quit the game (and is taking up about 30-40% of my CPU on a Core 2 Duo). Also rundll32 is running an instance also taking up 30-40% of the CPU... if I kill it another one starts and does the same until I also kill it (or maybe there were already two and I didn't notice the second until I killed the first one). After that the system usually stabilizes
One suggestion I would have for the problem of PJI is not to increase their effectiveness (except maybe to extend to the whole grav well) but rather to add a significant cooldown in general to phase jumping (which would get affected by the current PJI adding 250%) though scout ships should probably have a much quicker cooldown. Basically the way the game is right now there is very little penalty to you if you stupidly jump into a heavily defended planet with an enemy fleet without scout
