You could make an argument that they aren't programming for the lower end HD, only the higher end :) But I think they should have made the minimum

Short answer: Its almost certainly because of Microsoft. Microsoft has a long list of things they require if a company is going to get the "Games for Windows" logo thingy. One of which is how and where your settings and savegames are stored. Companies are starting to try to adhere to these kinda things more so they work equally well on vista and XP. Yeah, your HD set is only 720p. The higher HD stuff is 1080p which is 1920x1080 resolution, which is higher than the 1280x720 of 720p stuff. Is it only the game that can't fit entirely on screen, how about normal Windows stuff like web browsing or email? If normal Windows isn't all on the screen, thats the TV's fault. The timer for sins changing graphical options is too short. Its something like 5-10 seconds, and it would be great if it was closer to 30 seconds :) I have a fairly decent machine (AMD 4000+, 8800 GTS, 1 gig ram, XP SP2, 1920x1080 max details) and still sometimes when I change graphical settings (like just going to or from a window setting) it times out and changes me back since I wasn't able to click keep settings in time. I imagine lower end users would have this issue more often.<br/
