Seems like maint would be a combo of your logistics capacity + actual fleet. So if your fleet was decimated, your maint would decrease a bit due to the lack of actual ships, but there'd still be maint, because you're still paying for the "back end". The fact that you are so heavily committed to supporting nonexistent fleet does make it hard to rebuild if you get hit hard, and that's not entirely realistic since it's not very flexible. Very few games keep me occupied for any length of time except for MMORPGs. Even some of my favorites, like GalCiv or Civ IV aren't games I play constantly. It's more like I go thru spurts of playing them obsessively for several weeks then don't play them at all for a while, but always return to them over time, because they're games with infinite replay value. I'll likely play Sins similar to how I play GalCiv or Civ4 - in spurts.
A lot of things don't respond while paused. That is, you don't get the visual/audio response that you'd get when the game is unpaused, even though the action sticks and executes.

There's ways to defend against this but it's still ultra cheesey that a planet can be bombed out of existence so easily. It should be a viable tactic but not so easily done.

I'd prefer random pirate attacks - less predictable or controllable. It's kind of funny how the pirates can have such an amazingly strong planet, all those ships, and amazing organization.
I'd say this is unnecessary. If you increase your fleet cap you increase your upkeep. If you have a bigger empire you'll be able to handle the upkeep better since you'll have more citizens/taxes and more potential for trade revenue. So, you're already "rewarded", so to speak, by having a bigger empire when it comes to supporting a larger fleet.

I wish there was more of a happy medium between pirates and no pirates. Like an option to dictate pirate activity. In my first game I spent as much time dealing with pirates as doing anything else and dealing with them was the least enjoyable anything else I was trying to do. I wouldn't want NO pirates though. :-/
