Most corvettes I recieved was 57. But at the point in the game I got them, 57 corvettes didn't make much of an impact. During another game I was granted nine rangers in the space of 8 years.
15 is the lowest the computer will colonize. In games when my diplomacy far outmatches the computer I will give a class 14 or below to the AI; the AI will just abandon the colony.
I never colonize anything 13 or below. Occasionally I will colonize a class 14 planet if I want to gain a foothold in an already contested sector. Then I will instantly upgrade it via Soil Enrichment or HI. If I want to begin to culture flip another civ I will colonize a class 13 or below. Stick to class 15+ in any other case.

Opening a hyperlink for a tech which has a long description results in said description being cut short. This is esp. true for lategame techs. A scroll bar needs to be added, or other proper improvements.
