Anyone? Please?

Since a week or two I'm not able to run the Dev.exe and use the Developer commands. I can run the normal version of the game though. When i launch the Dev version of the game I get the error message "Failed to Initialize Steam.", with options to "Skip", "Skip All" or "Break" (tried all of them nothing works). Meanwhile Steam is running and I can run any other games normally. I think it happened after Steam updated itself. I tryed to "verify integrity of game cache" few times
