By removed did you mean you turned off the mods in-game? Also, are the frigates a part of a fleet? If so, are the fleets mixed (frigates, crusiers, capitals) or frigate-only? If frigate-only, have you checked the engage rules in the fleet sub-panel?

A little more info would be helpful. Why can't you register? Are you missing the CD key?
Windows Search (in XP at least, no idea about Vista) does allow you to search for text within files. You have to switch on advanced search in order to do so. I use it all the time to search a list of files with a common entry that needs to be edited. Try group-selecting the fleet, disbanding and re-creating the fleet. This has worked for me in the past on the one time I saw this issue, along with fleets not jumping at all (they sit at the edge of the gravity well and never actually jump even though they've finished positioning themselves).

Planet or Empire maybe?) and then choose something like total culture, which shows the breakdown of culture spread throughout the galaxy.
I'm also wondering about the Pop Idol bug since my games do the same thing... a max of 50% culture.
I've seen this many times as well and it's kinda annoying. :)
