So I'm not sure if my use case is possible with Start 11 which is a shame because I thought it was a simple enough use case.

It's set to combine all. The icon is the same though if I don't combine all. Basically the custom shortcut icon as per that guide resets to default if enhance taskbar is on. To the best of my ability I tried all possible setting combinations to try and make it work how I want it with no luck.

Following those steps, the stock Windows 11 works fine with the custom icon. Start 11 also works as long as "enhance taskbar" is off.
