The Stardock Central beta is here, but not all games are supported yet and Rebellion will still need Steam. https://www.stardock.com/stardockcentral/

Let me also just say to make sure you are using a common browser like Chrome, IE, Firefox - not some weird experimental browser or something. :D

I don't believe ti will show up until it's actually charged, which it is in the process of doing. If you are not sure, then just contact [email protected].

No, what that meant is that Rebellion will be able to purchase/download from another outlets, but Steam is going to be required.
