SOLVED! Hopefully this might help anyone else having this issue. I went to where the games executable file is in Steam, in my case "Y:\Steam\steamapps\common\Sins of a Solar Empire Rebellion" and right clicked on the main .exe file. I then went to the compatibility tab and clicked disable full screen optimization and have had no trouble running the game since. I recently upgraded my PC to the Ryzen 9 3900x with an ASUS x570 Crosshair VIII Hero Wifi and G Skill Trident RGB 16GBx2 RAM. My GPU and storage all stayed the same.
