Research - make each Capitol Ship a tech

Not the first to say this, but I am anyways:

Make each individual capital ship a research target.

It makes no sense that each of the cruisers is a tech but the capitals are not. unless not all the capitols are available to each of the races and we're just beta-ing all of them.

Capital ship costs and pacing remain to be balanced--requiring more research to build them is a possibility.
