What is TEC reseach Development Mandate?

The TEC research item "Development Mandate" (Empire / Policy / level 5) says it adds civilian slots. I can't tell exactly what this means... population?

And ... is it any good?

Early planets often get full of logistics buildings, so the development mandate is handy for fitting in some refinaries on top - among other things.

Right - each level of Dev. Mandate effectively means you can make one more logistical structure at EVERY planet you hold, even the crappy little ones that initially don't let you have any logistics at all. Nice!
