Who created the Phasescout mod?

As the title says I'm wondering who made the Direct Phase jump Scout mod? I searched here and on google and I finally re-found the mod to download, thank the lord! But I'd dearly like to keep the 7 sins mod activated and the only way I can see that happening is if I can find the author of Phasescouts.

According to the downloads section, tyk216. If you can find which files are modified, you may be able to combine them.

i know for a fact that its the sting data the player entity and the scouts along with the research for the ability. i havent bee able to contact the owner myself so i cant say for sure that its everything.

i think it would be easiest to just remove the research prerequisites from the ability and update the string file.
