Happened when playing Vasari on custom map with Artifact occurence set to 60.
It's not a bug and can happen anytime. The only sad part about artifacts is that when you do find more then 1 of the same type the effects don't stack. At least they dont appear to stack. And your allies don't benefit from them.
Abandon the planet and hand it over to your ally. Then get one of theirs in return. It works out.
Not a bug as stated above. Inconvient if you already own that artifact cause I don't think they stack however.
