There's "should" based on mechanistic explanations (i.e. what is the mechanism that the mines would use to conceal themselves, would their attempts to detect possible targets reveal themselves, et al) and "should" from strategic POV, as well as from balance POV.
Not having the beta, I can't read the in-game flavor text and deduce anything about mechanisms. However, I'll note that real-world minefields do have a function even when the locations are known -- they can slow down an advance by making it tricky to safely pass, particularly if there's a dearth of mine-clearing equipment and specialists. This is particularly true if there's something else in position to threaten whatever mine-clearers you CAN send.
If the in-game mines have a similar effect, requiring substantial effort to clear, then they're performing an area-denial function. In an extreme case, you might be better off finding another way inside, or getting the pirates or rebels to attrit the fields for you).
Of course, if they're presenting that level of barrier, I'd expect the logical counters -- not really sure if there'd be a space-faring equivalent of a 'daisy-cutter' bomb (again, this might get into mechanism issues *shrug*) but blowing them up en masse, breaking whatever friend/foe recognition systems they have (assuming that they're not purely dumb proximity mines), forcing them into phase space et al seem not incongruous given already-existing in-game tech.
