This mod does the following:
1.) Removes the majority of frigates and cruisers; all that are left are scouts, utility cruisers, flak frigates, and colony frigates. These things were left in to keep the AI from throwing a hissy fit and to also help keep combat at least a little balanced.
-a note: Scouts do antiheavy damage and have fighter behavior enabled. They are the new LF.
2.) Buffs and modifies the capital ships (The ships themselves as well as their abilites; for example, carriers carry a base of 4 squads and gain .5 a lvl.)
3.) Allows full upgradability for starbases. Which move slowly and have greater range. The Vasari still goes the same speed though.
4.) Adds music to the TEC and Vasari (I'm still converting more files for this.)
5.) Adjusts the OP repulse ability, it has less range but more speed.
6.) Adjusts the Mass Disorientation ability for the advent SB. Just to make it more interesting; if it's OP I'll change it.

changes made: SB range & speed decrease. Abilites of Halcyon nerfed (it was way OP for a bit there). Combat turrets adjusted, range dec, less damage, more targets, movment enabled. Carrier SC gain rate adjuted to go up on odd levels,
