Let me get this straight... People are complaining loudly about Ironclad "bending over backwards" for people complaining loudly. In response Ironclad posts a list of stuff that is still in consideration to prove to the people complaining loudly about the people who complain loudly that they are not in fact basing their decisions solely on the people complaining loudly? I'm not sure if you can modify the .ini directly for such a thing. At least I would hope not for online play sake, but you should be able to create a mod for something so simple using the Galaxy Forge tools. Someone else may post another solution, though. Edit: Hm, the downloads page says Galaxy Forge is for building custom maps, but I thought it had mod tools, as well. Must research more.

This is a suggestion that has gone over well for a few people I have told it to, so I figured I would share it here as well. Those who hit the game running or have been in the beta since 1987 need not apply. One of the best ways to tackle a strategy game, and thankfully Sins supports features out of the box, is to watch a recorded game. Keep in mind that the computer AI is not the end all be all of greatest ideas ever and should be followed exactly, but it does help build some core idea
