I too get the same error but am running DX9.0c on an ATI Radeon 9600/9700. The initial beta worked fine. It's the latest update (0.60[b].004) that fails.

I ran the initial beta without problems (it looks good!). However the updated Beta 0.60[b].004 does not even start. I do not get the black screen that other users report. I simply get the windows exception dialogue box with the message "The application failed to initialize properly (0xc0150002). Click on OK to terminate the application" I'm running Win XP with the latest DirectX drivers, 1Gb RAM, 3.33Ghz CPU and an ATI mobility Radeon 9600/9700 graphics card.
