I had the same problem with Sins on this old computer I'm using temporarily (Pentium 4 2.4GHz, 1GB RAM, 128MB Radeon 9200). What I did to fix it was to first update the Realtek AC97 drivers, but I also turned down the DirectSounds Acceleration from Full to Basic. Since then, sound has been fine. Try to make sure either the drivers are up-to-date, turn down the DirectSound Acceleration, or both.

Well, Bloom is off and I've tried changing the numerous settings, but it's not fixing the problem. It's not a HUGE problem, it's playable regardless, but it would be nice to kill this bug.

I'm now having this error, too, only restarting the game doesn't do it. Granted, this isn't the best computer to play this on (Pentium 4 2.4GHz, 1GB RAM, 128MB Radeon 9200, fully updated), but it's the best I can do since my main computer died and my new one is due in about a week...
