I can't tell you about a time, but from what I've been hearing around the forums is that mainly the muliplayer right now is best with 1.5. It seems not many are playing the 1.1 beta right now, so if you have 1.1 beta that might be a part of it. As for times I can't really say since I don't play multiplayer at all at present.

yeah, what version are you running right now? If you are running 1.5 then there is the 1.1 beta going on at the moment and it is an open beta so hop on and enjoy better explosion graphics, smoother gameplay when running at higher graphics, more strike craft per carrier with un-nerfed flak to deal with them (thank you 1.1 beta version 2!).
I've never had an ally that is at 100% turn on me, yes I have had an ally who I failed to do missions for after getting to 100% and his allegiance declined so much that he did turn on me. I've never experienced that before, not saying that is doesn't happen, just that it hasn't happened to me.
Ok I know how to use them, it is just the fact that they don't seem to do anything. I try to do these when I have 100% friendly status with another race. What will happen is when one of my planets come under attack by enemies and my fleet is nowhere close I try to use the defense command for my allies to send a fleet and defend my world. The AI don't have to do missions to ally. They can just do it right off the bat. Kind of is annoying.

No problem, I can't garuntee this will work but as I said, it never fails for me. When I play a 1v1 this tactic is essential for me. When I'm playing larger maps with more AI, the AI will place bounty among themselves often so I don't have to worry about the bounty on my head as much.
To get the newest patches, the Beta for 1.1 you have to have Impulse. Now when you download Impulse click the Blue Stardock Orb in the top left and select "Show Pre-Release Versions" Then go to Updates and update away!
