No guarantiees on that 12-15% estimate. Its just a general estimate from looking at several debug files and considering the techs being researched at the time. Too much uncertainty in the tp award to get closer than that without the actual controlling formula. And it probably tends toward the lower end of that range. I'm empirically convinced it is worth more than any one characteristic point put into research alone, however, especially for a long game with slow/very slow research.

It recovers, you know, as soon as a turn or 2 is processed. Its only a map display quirk; the numbers are still there in the game engine. drrider

There are 2 versions of the event, one a standard random event, one a Mega Event. Its incomplete. Its buggy. There are no Terror Stars til tomorrow; they will be buggy. There are only 6 (tomorrow 7) races. I just think there should be an ethics, and maybe an actual production modifier (like -1 from the building's optimum) for building another race's racially, culturally specific item. Would it really be worth losing your Evil label (and benefits) by building too many of those namby-pamby Schools? How about if every non-native building gave you a -1 to Morale?
