Maybe a Commander, admiral or heroes what ever you wanna call them, could be assign to a fleet. They would require a upkeep, they dont level up or makes the fleet better, but they will be able to be assigned missions by you. Shades of Homeworld 2. I would love targetable modules on the cap ships, but I don't think the designers are interested. I'd like that if a normal fleet would be around 10 ships or so. I know this could be off-topic but the best way to make bombers more effective is to add hard points to capital ships. The Bismarck is an excelent exemple: torpedo bombers (I think they were called swordfish) were able to immobilise the battleship without destroying it by blowing up the steering mecanism. Adding hardpoints will make the usage of bombers more tactical and thus more lethal so only then can we justify the addition of aa-guns to capital ship. In that case we can balance

OK, as you might have noticed I am a supporter of the flagship idea among others like Capital-duty, so I figured out let's have a discussuion to make the flagship perfectly fit in the game or just discredit it if it doesn't work. As I see it, Sins of a Solar Empire is very similar to Homeworld 2 in that aspect, except it brings it to a higher level. In Homeworld 2 you fight one map, in Sins of a Solar Empire you fight galaxy-wide. I think it is a good idea to have a flagship symbolize your empire's power. but matthewfarmery is right, we should make them different for each faction. I like the idea of giving each planet and its people a certain personality.
