My understanding is that you can overwhelm the culture on the planet to overthrow it, but until your culture makes it out the gravity well on the other side, they can still recolonize it. I might be slightly off on that, but there is definitely a timeframe where they (and you) can still recolonize planets that are lost to hostile culture.

There are a couple of problems. One is that the constructor, regardless of how much damage it has taken, disappears, and "becomes" the starbase. Two is that the starbase has shield mitigation while it is being constructed . Three is that it takes somewhere in the vicinity of 300 DPS to take out a starbase before it finishes being constructed (on fast, anyway), assuming you start firing on it as immediately as possible. Bad/scratched disc. It happens. Even new out of the box, although it's more likely new (used) out of the box. Alternatively, bad CD/DVD drive. Also happens. Download Impulse , register your serial in it, and install the game from there, would be my suggestion.

Right click on Sins within Impulse and choose the archive option. After it has finished, to easily find the directory where archives are stored (which differs somewhat between XP and Vista, but is under Impulse's folder in Application Data in All Users), go to the blue orb in the upper left hand corner, click restore archive, and Explore the folder that it lands you in (you'll probably need to go up one level to do this). As a note, if you want to run 1.12 alongside Entrenchment

I'd assume the scouts are literally pooping mines because they have no AM (and therefore no AM to deplete). While I don't recall the mine ability costing AM in the first place (except for Advent homing-mine-as-squadrons), you might want to check the cooldown, if any.
