Anyone know how to get this acheivemnet? Ive play plenty of games where my culture is the entire star system or two. I search and found nothing so if anyone could tell exactly what 75% of the galaxy is i would be grateful.

Ok, so I downloaded Silents gamplay mod and was looking to mod a bit myself. But whenever i go to open up any files related to this game, i get a bunch of those weird rectangles and all the text is jumbled (both wordpad and notepad altho notepad isnt as bad). I was wonder if maybe I messed something up or is my system just not readin these right?
