You're kidding, right? I'm playing against "Hard"

Sometimes when I play in a single player game, the AI just appears to lose. Before you laugh TOO hard, let me say that they still have planets and they still have fleets. I don't know why this is, and I was hoping someone could tell me. I thought the only way to lose the game was to lose your last planet. Am I wrong? Forgive me, I'm a newb to the forums.
