The file to extract to on XP is C:\Documents and Settings\[username]\Local Settings\Application Data\Ironclad Games\Sins of a Solar Empire\Mods Yeah, short right. And the free program, 7zip, will extract .rar files. It won't recognize them as an openable file (at least my installation on XP), but you can just right click the file and use the 7zip menu to "extract files.." or "extract here.."
