I am very happy the game is available on Steam since I never liked Impulse. But I think you are missing a key feature, i.e. making the game available for free -or very very cheap- to the people who already own the Impulse version. This should be a priority. Alienating existing customers is never a good strategy.
I believe that the downloadable content is for the moment available only for Europe. If you want, set up a European store account (it also allows you to download demos that are not available to the US). For Italy, the 1st pack is Euro 4.99 (aroud USD 7.50).
