If you build a phase stabilizers on a starbase in a star's gravity well, it doesn't work as intended (ships can't jump directly to star from any planet with another stabilizer). Has anyone else noticed this?

So after I updated to the new patch, the little rings indicating what number of ships was orbiting any particular planet are no longer displaying. I've looked all over the interface settings and can't figure out how to bring them back...am I missing something?
Most likely a stupid question, but can someone tell me how to get the R esource Opportunist achievement? I put either metal or crystal on the market but the computers never buy it...
