Resisting culture is a lot easier than spreading it. Dropping a handful of capital ships can stop almost any hostile culture spread. If you're losing allegiance take into consideration that if there are multiple lanes connected to the planet, say 3 and 2 of them are dominated by hostile culture and are connected to your planet you will lose allegiance. It does. It just takes an excessively long time and your culture must be able to beat whichever star you're attempting to cross over to. I've only had this work successfully on smaller multi star maps. I believe the distance of the stars has a large role in this.
A lot more useful for multiplayer. The implementation would be difficult since one could technically rush someones nearest planet and lock them out (Truce Amongst Rouges). Having a jump distance limit could prove beneficial to one and completely devastating to another on random maps. Maybe a "Cease Fire" with all players for so many minutes would be your best bet.

Sounds more like fleet escorts. Generally better at defending the fleet than attacking the enemies. What type of fleet supply were you looking to have on them, those abilities and damages seem appropriate for 25-35 per ship range.
Well if your fleet is strike craft heavy I'd imagine that is the correct course of action.
It is unfortunate, I don't even build the basic LF anymore. If the frigates were buffed a little, or at least corvettes changed to not make them insignificant I would use them again.

Probably not, you can make your own maps in galaxy forge. This way you can make the starting points "set" so the AI faction is just stuck on a homeworld and you can do as you please.
