I tried something like this back in, well, either Entrenchment or Diplomacy, I forget which. As I recall I had to tinker with 'random' planets a bit more to make them work. What excately it was I can't remember, its been too long ago now. Similar to Seleuceia's question above, are you using in-game maps, map designer maps, or galaxy forge maps? Let me compound the issue by asking this: Do you run any other mods (other than Real Cap Ships)? 
Not entirely sure where to send a bug report to, but I thought this should at least be mentioned somewhere. I've noticed on a couple different games now with the beta v1.82, that on a planet with the "fortress world" bonus I am still unable to place more than 150 mines. Thinking about it, I'd have to vote for the Spawn Phase Stabilizer ability on the VL titan as well. I love the new diplomatic features of the new expansion, but I hate the Diplomatic Victory option. First off, the concept of a Diplomatic "Victory" doesn't make sence to me. Just because two empires are currently at peace doesn't mean war can't/won't come later on. Things change, resources become scarce, and westward expansion occurs. I'm a fan of some of the randomness. It can add depth to a game, an element of uncertainty (not all empires started out nice and easy). I do see you point though, here are my thoughts. Starting Phase Lanes: I agree, an empie should start out with at least one easy asteroid. Mag Clouds: Yes they are worthless. Everyone talks about how a well balanced fleet tends to be better than spamming any one unit (in most cases, stay with me here). I think the same applies to defensive structors around a planet, at least against the AI. Computer: As TEC and Advent I like to build my defence structures around my starbase. I will focus on the battle only so much as to send capital ships, bombers and anti-structure cruisers towards any starbases, and the rest of the fleet towards everything else (I found this minimizes losses of frigates/cruisers). Past that I reply on the ships' basic programming to clear the gravity well for me. A well balanced fleet, with some creative key assinments, can take on anything. All three races can upgrade their starbases to "prevent loss of the planet through bombardment". I think for the TEC the upgrade (for both research and actual upgrade) is called "auxilary government". This means the enemy fleet will have to at some point take your starbase in order to take the planet. I love building and upgrading starbases at all my allies' planets, then declaring war. I roll on the floor laughing as their fleets run in circles trying to figure out which fire to put out first. In a recent game I also built over 30 Kostura Cannons and set them all on autocast (very large map). It was quite amusing watching the warheads fly as they rained doom and dispair down upon my enemies.
I had a similar issue. My computer would crash to a blue screen, then restart. The cause was something with my graphics cards, also a GeForce 7600.
