Essentially, the income rate scalar does that. You'll have more cash available if you set it to high, giving the same effect as a price scalar set to low.
How exactly is it broken? As I see it, they're looking to make it better with such a major change, that they're using a beta to make sure the change doesn't break anything.

AIs get extra resources on the unfair difficulty level. I order to be allowed to build more ships/capships, you need to do another set of researches under 'fleet supply' (Or something like that) tab on the research screen.
Few things: 1. In order to destroy fully upgraded worlds, you have to use two Novaliths at once or the world will heal before the second shot. Does 3000 damage I think. 2. Advent Deliverance Engine takes forever and needs a lot of shots to bring allegiance down since allegiance rate of change has a cap. 3. Deploy Siege Platform is great since it both adds targets and can continue to cause damage/prevent healing if the Desolator is needed elsewhere.

You can jump from any star to any other star. Research is cheaper. Wormholes are instantaneous travel. Depending on the map, wormholes may be from one side of a single star system to another or to another system. You can't tell where the other end of the wormhole is until you go though it. Ships will automatically use both stars and wormholes.

It's possible. Though going heavy strikecraft doesn't seem to affect my system much. Of course, it lags either way...

Eh, at 4gigs of ram, I still get lag later in the game. I actually suspect my processor (Core 2 3.0GHZ). However, both your video card and your RAM are low. If you can upgrade, I'd suggest upgrading the video card. Nothing too fancy and expensive, but something a bit newer. To be blunt, I'd just buy a new computer. I'm pretty sure that the Geforce 4 series never supported PCI-E and so can't be upgraded to one.
