isn't having a high level cap pretty much the same thing as having a "admiral ship" a lvl 6 cap is already several orders of magnitude more powerful than a lvl 1 cap. I do like the idea of having some kind of experience for other units tho, to give some sort of value to keeping your ships alive. maybe only 3-5 lvls instead of 10 like for caps. opposing viewpoint: experience for fleet ships would make losing one battle even more detrimental to the overall game,

pirate capitals would be great for making things more interesting mid-late game. maybe make pirate capitals start to appear after the pirate bidding reaches a certain amount. although, instead of a kol, i think it makes more sense for them to be dunovs or marzas (without missle barrage, not that the ai ever uses it well anyway). the kols are newer ships built specifically for the vasari war, whereas the other tec capitals were converted civilian ships. i think its more likel
if your tissue is still alive, theres not enough damage for a dna test to come up inconclusive. I'd buy that their dna testing equipment was damaged in the battle, but all you need is a blood sample for testing, which wouldnt be subject to burn damage. also, i don't understand why the commodore of the fleet left his command of the battle to do damage control. that doesnt make any sense. i know he designed the ship or something, but the crew the ship came with would'v
I like a lot of these ideas, but I'm having trouble seeing why I would chose to go the diplomatic route rather than just build fleet and conqueor. I know that having lots of units on screen can slow your game down. But i've specifically noticed that when lots of guardians are on screen using shield restore my game crawls. not only that, but the damn visual for it is a nearly opaque bubble around the ships, completely clouding my view of the battle. What setting can I adjust to make this effect less taxing on my system or at least more transparent?
check out the dynamic battle mod by mansh00ter. it gives frigates and cruisers more fighter like movement, it makes the battles look more like ships flying around fighting instead of revolutionary war soldiers standing and shooting at 50 paces.
do the effects of the deliverance engine stack? as in does firing multiple shots at the same planet from several deliverance engines reduce enemy allegiance faster?

manshooter - re: the cap ship speed issue, have you considered reducing the acceleration alot, but leaving the actual top speed of the cap ship alone? large ships, even in the ocean today, are actually really fast. I'd drop the "junior strength" from fleet master junior strength. it almost sounds like an oxymoron. Its effectively like a junior admiral. My suggestion would be to change it to "vice fleet master" and make "fleet master high grade" just "fleet master" also maybe consider changing grunt in the vasari ranks to slave since you have slaver right above them 3rd slave 2nd slave 1st slave or slave
