Scuttle Extractors Bug? in Sins of a Solar Empire Sins Forums

Some systems have nothing but asteroids, which can be captured by Vasari scouts or other colony ships. If you capture these asteroids and scuttle them then no other player can can later capture them. Is this a bug or by design? Thank you.
