I was playing a 5v5 match (teams weren't locked) against CPU opponents and I eventually got rid of all players that I didn't have a peace treaty with. I did a tactic like this at one point. I was losing so I decided to go for the superweapon and managed to build and fire it. I then scuttled one of the military labs (putting me at 7) and it wouldn't let me fire the cannon again. At that point I gave up because he was invading my remaining planets and I didn't have enough defences.
