Agent of Karma, I know exactly what I'm trying to say. I'll restate it so that hopefully you can understand: I believe that mine sweeper ships, designed to remove mines help to balance the game. You called that tedium and preventing the use of mines. I disagree with you because using a purpose-built craft to remove mines is preferable to using a scout/frigate/capital ship that must be sacrificed or damaged to clear mines. That's it in a nutshell.

AS has been noted by several other posters, I strongly recommend that a mine-sweeper frigate or cruiser be incorporated into the game. When the AI (or perhaps other human opponents for those who play online) engage in mine-spamming it can significantly impair mobility in a star system if done extensively enough. After playing for two to three hours and gaining a half-dozen to ten planets (planetoids) or so, and having a few fleets on the map, I begin having problems with reloading saved games. Often, after clicking the "Load" button, the game will freeze up. Going into Windows Vista's Task Manager shows Sins of a Solar Empire as "Not Responding".
