go to http://www.impulsedriven.com/ and download the impulse software. you must register your soase copy and can then download the latest patch via impulse. (this is the only way to do it, there is no downloadable .exe file) having that done, you have to create an ICO (ironclad online) account in the game itself. happy gaming and welcome to the soase community :)

upgrading the fleet capacity is similar to researching a certain tech, so, as long as you can pay for it, you can always do it. the only drawback is that it will permanently cut your income by a certain (rising) percentage and is not again "downgradable", so yes, in a certain way, you´ll have to take over more planets first to avoid an economic crisis ;)
have you tried downloading + installing the impulse software?
alternatively, you could always go to http://anywhere.impulsedriven.com/ and download the entire game for an offline installation including the latest patch . you will need impulse installed on the target computer, but no internet connection is required. this is officially supported, so you can use your normal account on both machines. the only thing you won´t be able to do is play online at the same time, but LAN should be no prob.

BUT .. the incremental patchtes which are still to come will be a lot smaller and even a 56k modem should hopefully do it using the normal patch way via impulse, then.

if you update via impulse, the game is always automatically patched up to the latest version (which is 1.17 at the moment, yes). so if you "only" have 1.04 right after the installation, i am afraid that yes, you will have to download the whole patch. i am not sure about incremental patches. since the whole patching is done via impulse, there seems to be no downloadable "soase_1.04_1.07.exe" or something :(
first off, the vasari´s orculus SB can move, so this one has a certain offensive potential (when attacking a hostile planet which later, if succesfully occupied, will be yours). this might also be important as the vasari have no "true" anti-SB vessel, as the TEC torpedo cruiser, for example (except for a heavy fleet, of course ;) ) second (i haven´t tried this out yet: but from what you´re saying, allies can also build SB´s in your own grav well)
