I wouldn't say the Ankylon needs a few levels to get going, that sounds more like the Ragnarov, Ankylon with Furious Defense and upgraded armour/hull at level 1 is still a nigh-unstoppable beast. Keeping in mind that Furious Defense also boosts it's damage (for some reason.) For sensiblity's sake I haven't tried soloing the pirate base at level 1 with the Ragnarov yet, I know the Ankylon can and hit level 3 and a half from it. Edit - Oh yeah, and

I'm not convinced of that, I know for a fact (at least as Advent) that I can't fire Deliverence Bolts at planets that are no longer controlled by anyone even if my last info says that an enemy controls them. That, and inThoumsin's screenshot he clearly had planet vision with that AI, meaning he 100% had the intel that it was a friendly planet.

The TEC Loyalists have research that gives large boosts to their damage and armour when in friendly gravity wells, that's why him capturing the well turned it around, those buffs are quite overwhelming. Though, really with that many capitals, diverting for 2 seconds to bomb as soon as OP colonized would have solved it.

Two Nova shots is enough to kill an asteroid with a shield, Preator, they can barely survive one shot with a shield and upgraded infrastructure. The better counter is to use starbases with auxiliary government to prevent loss of the planet, though that doesn't stop the giant hits to your income from your population dying. The fact is that the level of Nova spam the Loyalist AI is doing right now is ridiculous, and is causing them not to invest in more sensible things, like fleets

The Vasari Starbase can move, that's kind of it's thing, the other two are stationary. As for the second thing, it's intended that way so that if you lose a gigantic fleet in endgame you can't just instantly rebuild it, practically it works fine, high tax is the cost of being able to field a huge fleet.

Starbase Destroyers exist, they're called Ogrovs. Adjudicators could also potentially do that job if their single target was buffed, but right now they're not worth getting. As for Vasari... they don't even need a special ship to focus fire a Starbase to death. Titans are designed as centrepoints of a fleet and/or pure anti-fleet, not anti-Starbase.

You can also see some of the Vasari weapon effects by attacking them at the Artifact Planet, the Titan has pulse beams, so do the fighters. I'd say Karl was spot on by describing them as being similar to Minbari beams now, very short, rapid bursts of beam fire in quick succession.

Put the minesweepers in their own fleet seperate from the capitals, set the scout to fleet leader so the ships that will be doing the actual killing follow him around.

Well since I really have no idea what that ship is, I'm just going to respond to the Rapture comment. I usually use Raptures for Vengeance and Energy Amplificiation Aura, increasing strike craft damage by 30% is nasty, and Vengeance helps ward off Vasari focus fire by punishing it to the extreme. Edit - Oh, bonus points if you Malice the ships that are focus firing the Vengeance'd ship.
