Insurgency is researchable by TEC Loyalists as well as TEC Rebels, it's old tech, like, original Sins old.
Truce Amongst Rogues. As has been said, it's possible that an enemy TEC player researched Insurgency, which causes rebels to randomly stage revolts on enemy worlds. Also I'm going to note I don't think I've ever experienced insurgents popping up on my worlds when TEC allies have had the tech in previous games, not sure about Rebellion.
Yeah see the Advent Rebels haven't really changed all that much, they've gone from "kill the TEC, assimilate everything else" to "kill whatever made us want to kill the TEC, we're supposed to be PACIFISTS, dammit! Now you there, go bomb that planet."

The most hilarious thing about that ability is that I think it applies to enemy scouts. Every time one passes through your territory, bam, income increase. I actually played around with the idea of possibly suggesting that ability be moved down in the tech tree, a lot of players colonize before finishing off the miltia, meaning that it would give Advent Rebels an (admittedly temporary) early game eco boost from expulsion activations via militia and scouts. An Advent Titan wouldn't be in a 1v1 situation anyway, they're fleet ships, like Titans should be.
Was the level 6 a Discord by any chance? From what I've seen the empire tree seems to be prioritizing the Discord over the other capitals and putting it ahead of them, regardless of level.

So I was screwing around last night with some friends who wanted to comp stomp, when we noticed something. As you can see here, our last intel showed this planet as unclaimed. However, if we zoom in... Well hey there! Looks l
1. It's actually been changed, in particular the phase jump starting animations, they're kind of like "doors" opening, the rest of the effect is touched up a bit well. They were right to keep the Advent phase effects close to the original, it fits them. 2. Notifications do seem finicky, sometimes they play, others they don't. 3. Did you have vision of those planets?
Your ships gain, I believe, a 25% damage boost when in a planet that's been hit by a Deliverance Engine. You can also combo Deliverance culture with Eyes of the Converted to let you see huge portions of enemy territory. Finally, if you had 6, you were better off cycling them on single targets, that would have kept the culture there long enough to overthrow the planet. However, yes, the Deliverance Engine has always been a joke compared to the other two, especially

The only Titans with burst area damage are the Ragnarov, which will usually just spam Snipe, and the Eradica, which's AOE isn't even that strong by itself, it only becomes powerful with other abilities like Malice and Fracture thrown in. As for Disruption Matrix... I really dislike the dot that comes with it, honestly, it's an immensely powerful ability even without it instantly killing Corvettes and crippling frigate fleets. 3. I kind of like the idea, but the skill would need to be altered since it just boosts nearby ship's fighters, not the fighters themselves. Also don't forget Lethargy-Vertigo.

The code is not "nested in the program", matches can be reloaded when everyone has the relevent save data, if even one person doesn't have the right data, the game desyncs horrendously or just won't even start. The issue that arises is this: "How is the reconnecting player going to receive all the updated data on what he missed?"
