Though I'm no expert at this game, the Vasari fight in a few ways. One of them is guerrilla hit and run tactics, however as witchfire said years ago, it isn't enough to win. The key would be to use guerrilla to prime an area for an attack or to create a diversion, it could also be used during a major battle, while the majority of your enemy's fleets is fighting yours, you send in little strike forces to do things like destroying trade ports and factories.
