Can't access the manual in Sins of a Solar Empire Sins Forums

Anyone else having this problem? I click on the link in steam and it just gives me http://sd.stardock.com/manual_rebellion.pdf?l=english&cc=US&os=windows which keeps hanging at "loading" forever. I kind of want to look at the new titans and their abilities without starting 6 different games.
