It could also maybe do a little percentage of the damage back at the starbase, to keep it from becoming the equivalent of a red button that's more effective in combat. To keep it from becoming unfairly devastating by limiting the number of times you should use it. If it wasn't limited then no one would ever want to get close to it for fear of being decimated. This would actually make the starbase MORE effective by reducing the oppositions skittishnes
