Culture doesn't need a buff i think, i realise this only applies to advent, but i was playing against hard ai, me with one medium AI, vs other teams of 2 hard AI, and after taking over my home system, i just stacked up deliverance cannons and took over the other 3 smaller systems while my deliverance cannons bombarded the feck out of that one system, in about 2 hours, the AI were losing planets left right and centre, and there was nothing they could do to prevent it because my cluture wou
