Ahh, got it. So, the short answer is "WAI due to AI balance reasons". Thanks for the info. {not a clue about actual balancing so I'll leave that to more experienced people}

Can't trade for planets? in Galactic Civilizations II GalCiv2 Forums

I've been getting back into playing GalCiv2 since the new patch and I've found something annoying - I can offer up planets for trade, but I can't ask for them from other civs. Also, I distinctly remember bonus food tiles from my earlier playthroughs, and there's none now. I'm playing the Steam version of the Ultimate version, if that is relevant.
