There are some good threads on MOO3 over a www.gog.com in the Master of Orion section. One will tell you how to install the Tropical mod made by users that improves things a lot. Being a small company their development work must be aimed at maximizing revenue from game sales. The market for a new micro expansion for Sins is fairly small and getting smaller all the time. So ... a new game would seem the best idea. The article does suggest a land game or something other than a space game. I remember reading somewhere that way back at the very beginning of the StarCraft design process they discussed a space game. But at the time the technology was just not there.
Just me, but Fallout seems like a single player RPG experience. Roll in coop maybe, but why? My experience with MMO has been good, but you know why? I tend to run lone wolf in any MMO. If I join a guild it is always a guild of mostly lone wolf players. The value of a MMO to me is a well-maintained game where I only have to worry about having a client on my disk. The mention of micro-transactions scares me at once. So, what is the real price of the game? The official English web site for Disciples 3: Renaissance just went live a day or two ago. See link. At the moment, it appears to be confirmed that it will available through Steam. Whether it will be distributed retail by Kalypso, I do not know. The minimum requirements do include a DVD so one would think so.
