Maybe if it saw a counselor, and took a few prozac, it could find a way to pull back, make a new plan, regroup its forces, promote a new admiral to lead its fleet, make a new alliance or two, and not wreck the game. Just because you don't use IE doesn't mean you shouldn't keep it up-to-date. It's so intergrated into Windows that it is foolish, from a security standpoint, not to keep it updated.
Or, more simply, who are you going to believe? The propaganda coming from the holonews, or the big, honking enemy capital ship hanging out in low orbit of your home planet. [e digicons]}:)[/e]
From my observation the AI tends to surrender rather quickly once you have beaten their main fleet. I think this is premature and I hope that they will include a "no AI surrenders" option like the one present in GalCiv 2.
I have seen this as well. In several games the Ai (unfair) surrendered upon the destruction of its main fleet, this despite having more income and planets than me...

Are any of you running real-time antivirus protection? That can sometimes affect the install process in Impulse. You could try disabling your AV while you install it. (Damn, I hate telling people to disable their security apps to fix things.)
Most software pirates seem to suffer from an acute form of cognitive dissonance.

Here you go; -Fix for encoding issue with some French and German characters -Fix for crash in French version of the game (e.g when selecting Argonev star base's upgrade button). -Fix for mods being disabled. -Research description for improved destabilization fixed to refer to the Argonev instead of the Orkulus.

It seems rather elusive. In Beta 2 I had a mothership cast Malice on targets clear across the grav well, way outside of its range. It only happened once, and I've spent the past few weeks attempting to replicate it. No dice.

I'd have no problems with Capital Carrier Ship and in fact I think they need to be buffed. Regardless of anything strike craft should be able to be soft countered or at least prevent you from getting annihilated by not wielding any of your own strike craft. AND YOU CAN'T.
