I've a simple idea about Returning Armada... Let's say we put it on a global timer(one timer for all instances of the ability for any one player), and change it's functionality. Remove the autocast, and have it's recharge timer increased to something like 480 seconds. Depending on the amount of time passed since the last time you triggered the ability and the number of gates under your command, the ability will spawn a different number of ships. Once you build your first gate, you can use Return

I think it's way easier to import DoW's resource model. Asteroids generate power with power plants and the like, planets generate requisition. It worked there, so why not here? Other systems don't have too much in common with each other..
