I don't see how you'd completely scrub it out. It's too integrated into the engine, but to modify it (as per Ryat's suggestion), you're looking for the gameplay.constants file in the gameinfo folder (make a mod, don't modify the core one in the Steam folder). Look for a section entitled "playerDiplomacyAIDef". It has all the individual options you're looking for.

Why does this exist, and how is this any different than SOA2?. Seems like a waste of a project. Should have just worked with the SOA2 boys. Star Trek is a diverse enough IP to have multiple mods made on it, but not when you're all focusing on the same era/stuff.
