The Russian claim is that the area that they are claiming is an extension of the continental shelf. Under U.N. treaty if their claim is recognized they have the ownership right s to the oil reserves in that area. They started making this claim back in I think it was the 70's when the United Nations treaty allowed countries, such as the USA to claim that the territorial waters of the country extended out to the continental shelf, not just 3 miles out. I think the economic loyalty boost is a bad idea. Just because they pay a lotta taxes dosen't mean that they are more loyal. They're just either highly populated (which would give you the complete opposite affect) or they're just... generous. The jobs thing dosen't seem too important to make people happy, either. My reply to your offer of surrender! NUTS! IMO a better way to do it is if the loyalty is below 30% for the occupier and your culture level is not less then 25% of their loyalty level (your culture level would be >7.5%) then you are greeted as a liberator and they "revolt" from the former owner to you. Otherwise they fight to the death.

let ships travel where they may... give us back regional capitals that have a modest effect. (they give a boost in relation to their distance from the capital) lets say they have the effect of redusing the effect of jump distance by 2 or 3 jumps.

I have been waiting for a multi player game like this to come out for years! in multiplayer allow players to share technoligies, teams can collaborate on researching and sharing or even selling techs. also trading and selling of planets as well & ships, so one could consintrate on using tech slots for reasearch while another devotes itself to being aboe to build lots and lots of ships very fast and sell then or give them to team mates or to others... like the old lend lease program between the USA and Britian in 38-42

How about we do it like this, the same way our Air Force does it, you reduce the area that can be effectively seen, special materials and such. So a cloaked ship would have to be a special ship and the technology would not be available for larger ships. Or, it could use antimatter as the energy source, when a ship runs out of antimatter it cannot cloak! The amount of antimatter used would be tied into the size of the ship being cloaked.

I agree with placing most of the weapon systems on the planet itself. Leaving long range reloadable missile platforms to be placed at jump points to create a choke point or creating a ship that is a missile launching platform. By giving them a set range (like ½ the well or less) you would move them toward the target, with the platform moving slowly but the missiles moving fast when fired.
